Why 576 people? 576 is the max rental occupancy for Manoa Banyan Court. Let's show what 576 people looks like (and how this may forever alter our Manoa Valley environment: traffic, parking availability, etc). Help us get word out to teams, organizations, groups, clubs, associations, churches you belong to (via Facebook, Twitter, Instagram, email, phone, talk story, etc), and friends, co-workers, family. "The "no traffic impact" is predicated on this 75 trips per day myth, which was derived from multiplying the 288 units by 0.26, which is what the Traffic Assessment Report in the DEA indicates is the number of trips *per day*. This is almost certainly false. The report references the Institute for Transportation Engineers (ITE) Trip Generation Manual, 10th Edition, which I'm sure is a great resource, assuming you read the correct values from the tables. I couldn't find the full 10th Edition easily online, but from the 9th Edition, (Page 7: http://documents.cityofdavis.org/Media/CityCouncil/Documents/PDF/CDD/Planning/Subdivisions/West-Davis-Active-Adult-Community/Reference-Documents/ITE_Trip_Generation_Manual_9th_Ed.pdf) it shows 3.44 as the multiplier for a given weekday. And from this snippet of the 10th Edition (https://www.troutdaleoregon.gov/sites/default/files/fileattachments/public_works/page/966/ite_land_use_list_10th_edition.pdf) it shows the 0.26 value as a single PM Peak Hour. So going with the 9th Edition, 288 x 3.44 = 990.72, so almost a *thousand* trips per day, not less than a hundred. Nice try." Quite an eye opener - that's a HUGE difference. We should note: 3.44 multiplier is an average. On pg 7, the Manual cited a multiplier range of 2.59 - 4.79 , so the multiplier would depend on an in-depth analysis of many factors that contribute to traffic (eg, age, employment, location, proximity to retail/banks/medical, income levels). Clearly, G70 and LYCA failed to perform an in-depth analysis of traffic impact of Manoa Banyan Court (and its construction), as well as other lasting detrimental environmental impacts (eg, storm water flooding, available street parking, light pollution, noise, activity levels, etc). As we all know from the DEA itself (and from LYCA President Charles Wong's 21 Oct 2022 letter to Councilmember Calvin Say), LYCA and G70 seek an expeditious "Finding of No Significant Impact" by the City Department of Planning/Permitting and other reviewing govt agencies, which would preclude any period for public testimony. Those concerned should contact City Department of Planning/Permitting, the entire City Council (all its members), and the Mayor to insist on a "Hard Look" of the environmental impacts from this proposed development. Instead of a FONSI process, they should require the Manoa Banyan Court developer to go thru an Environmental Impact Statement (EIS) process which is an in-depth, more stringent environmental review process that includes periods for public review/testimony.
